I received a 9.8 grade on a comic, but the grader notes indicate a large stacking bend on back cover. How did it get a 9.8

Pictures may help... 

Two things come to mind:

1) CGC determined that the crease was a manufacturing defect. 

Or 

2) CGC made a mistake.

Getting grader notes for a 9.8? I smell a rat.

May have been a Gem Mint without the defect.

Could also be the didn’t clear out old notes? Not sure if the field starts out blank or not.
