It is not stuck.  Those are Newton Rings (Google it) that appear when the 2 different plastics (the inner capsule and the slab) touch.  Each plastic has a different refraction index, so you get a prismatic effect.  Not a big deal, unless your prospective buyer is allergic to Newton Rings.

Your book is safe! The front of the outer case is pressed up against the front of the sleeve your book is in. It's possible that the front of the outer case just kind of sunk.

If you happen to have a suction cup, you can attach it to the front of your slab and gently tug in various ways and at various places. That might help adjust or reduce the appearance of the oily effect. Good luck!
