What does "Unlockable Variant" Mean?

My understanding is that "unlockable variants" can be ordered at the same rate as Cover A once a certain threshold has been ordered. For example, if Cover B is unlocked at 100 copies, you would have to order a quantity of 100 for Cover A, and then you could order the same quantity for Cover B.
