It is not in poor taste if they take offert,you are respectful.if they dont take offert,you can like the item and then they can make you an offer too wich is fine in my book.asking more than 15 to 20 % can be seen as rude because they will expect 5 to 10 % in general.asking 15 %discount or more should require à text not just the price you want to pay  .that is my opinion.
