How is this not an insufficient ink error? 1 1

Sent this in twice after being told to do so by cgc for the error label and have spent nearly $60 in doing so. How is this not recognized as an insufficient ink error? Second picture for reference.

Hello! I was able to speak with my Grading team who confirmed that this card has been affected by environmental damage and this is not due to manufacturing errors. I am sorry to say this does not qualify for an Error card at this time.
