Spotted this defect and have a question 1 1

So when I was upgrading my Marvel Spotlight 5, one of the books I saw was in the grade range I wanted (4.5), but upon reading the graders notes and closer inspection of the book, I do not think it is still the same grade. 

In the grader's notes it states a piece of the front cover on the middle of the right side is "nearly" detached. But when I looked over the book again,  the piece was detached and I think that I see it on the bottom of the CGC case on the right side. That being said, I would assume if this book ever went back to CGC for a new case it would get a lower grade?
