Does anyone what title/issue this TMNT page is from? Also I think the artist is Jason Temujin Minor but I’m not certain.

I believe it is Tales of the TMNT #45 Rocks story by Laird and Lawson and art by Lawson. I don't have the issue in front of me.

Can confirm that it’s tales of the tmnt #45 page 9. Guess the lettering was done digitally.
