ABC#26 has only 12 on the census, all universal, so here's a shout out.

This Clue Comics #13 (v2 #1) (Hillman Periodicals, 1947) has only 13 total, all universal.

Speed Comics #32 (Harvey Publications, 5/1944).  12 universal + 1 qualified + 1 restored.

Almost overlooked these. Maybe they meet thread's parameters.  So few sales to go by, but here goes.  

Mystery in Space #19 (D.C. Comics, 4-5/1954).  Only 8 universal + 2 restored on census.

 Popeye Goes Duck Hunting #nn (Whitman, 1937).  Only one book on census, an 8.0.

And Famous Funnies #31 (Eastern Color, 2/1937) has only 2 on census, both universal (a 6.5 and a 2.5).

The only problem with any census driven list over 20 years old that isn't meticulously scrutinized via saved photos and notes of each book graded is that over time the likelihood increases that bumped comics will be missed and double entered.  So, if 12 or 13 are mentioned as universal grade, it's entirely within the realm of possibility that this accounts for only 10 actual books submitted, some being submitted two or more times. Once beyond around 20%, it's unlikely more books were resubmitted without notification or earlier labels and the census corrected accordingly.

Double entries are likely to increase as numbers increase, ergo if there are forty books in the census, it's possible that as many as four to eight of those are repeated books in search of a bump. Given this likelihood, more than 10 graded might still be less than 10 known copies.  I'm sure CGC does their absolute best to post accurate census numbers and correct when informed, but for all practical purpose a fudge-factor should be applied to calculating actual census numbers of rarer books.   My 2c ...not adjusted for inflation.
