Is this a candidate for restoration removal? - Glue on spine 0

[O Doyle Rules]

I just purchased this book in hopes that the glue repair on the bottom of the spine can be removed. All thoughts and suggestions are appreciated.

You can't really remove that glue without removing the paper.  But you can probably get it into a blue label if the glue is no longer attaching the cover to the book as it's now effectively just a stain and not doing anything structurally to the book.
