I'm not sure what you're asking, nothing concerning the Silver Surfer changed in those pics, ie #48 is the 1st app.

They did however change Galactus from 1st app in #48, to 1st cameo in #48, and 1st full in #49, but that change has been there since I got mine graded back in or around 2016.

It poorly worded. The cameo notation is meant to refer to Galactus only.
