It poorly worded. The cameo notation is meant to refer to Galactus only.

right that's the way I read it.

I think proper grammar would read

1st app SS & "a" Galactus (cameo last page) 

That & symbol looks as though both "are a cameo" to you... but the cameo is only behind "Galactus", which I'm not sure what the "article should be" in front of Galactus to attribute the parenthesis.
