I have a NYCC 2023 Giant Size X-Men #1 Foil Cover Variant Edition and when I tried to submit as a Modern Book it asks to submit them as Vintage. Because of this, you would use whatever tier reflects the release date of each specific book. In case you would select Modern. Let us know if you have any other questions!
