Can ineligible cards be resubmitted?

If cards have been submitted, and then returned as ineligible with the "Magic: The Gathering INELIGIBLE TYPE" notice (not Magic cards but I've been informed this is used for all ineligible cards), can they be resubmitted for grading?

That is to say, is the ineligibility determination permanent/forever, or was it simply to the discretion of the grader, and a different grader might determine them to be eligible?

Thank you for reaching out to us. The determination that an item is ineligible is at the discretion of the grading but generally, this evaluation will not change when resubmitted. The exception to this may be if a card is returned raw due to a size issue. If there has been a change in the holders and more sizes can be accommodated, a card may be eligible. We can currently accept cards up to  2-5/8” x 3-3/4” (6.6cm x 9.5cm) or smaller. Cards may be up to 7.25mm thick. Please note that small manufacturing differences in size can result in an eligible card type being rejected because it cannot be encapsulated safely. Even a millimeter or two over the maximum size will make the a card unsafe to encapsulate.  

If a card has been rejected because it is a card type that we do not grade, it is unlikely that it will be found to be eligible if resubmitted. You can find cards that CGC Cards does not grade here: https://www.cgccards.com/card-grading/cards-we-grade/#no-grade. This list is not all-inclusive, some card issues that are obscure may not be accepted.
