If someone colored tape is it restoration?

I'd be inclined to classify it as more of a "tape pull" than color touch.

However, if someone had tried to disguise the paper loss from the tape pull by using a marker to touch up the affected area, then I'd have to call it a tape pull and color touch.

And this is one of the reasons that many collectors (including me) despise tape on books---it can be extremely damaging in different ways.

I'm sure the type of tape will be considered in balancing Universal v Restored.  Scotch?  Maybe Universal.
