What's going on here? Newton rings, scuffing, or something else?

So, I just got a new slab back, and it looks like there are scuffs or some other marking possibly on the inner well?   They don't look like newton rings because they cast a shadow and they don't really refract light like the rings I've seen.  In other spots there are newton rings on this book.  Any ideas of what's going on?  I was thinking of sending it back as a mechanical error.  You can kind of see them from the direct pictures.  But when it's tilted it's easy to see them.

Honestly, I'm wondering if they are scuffs on the inside?  If you tilt the book in the light, there are shadows underneath that change in direction and size.  Some of them don't really change though..
