What was the purpose of having 81 companies? Was it a tax dodge?

I think it was more of a bankruptcy dodge than specifically a tax dodge.  Any one company goes under, they can jettison it as defunct and run from the creditors.  But I don't think it was specifically directed at dodging the revenuers.

I think OE is right about this, and there are instances where a publisher (thinking in Harry Donenfeld's girlie pulps here) would declare bankruptcy, stiff creditors and sometimes writers and artists, but just continue business as usual under other company names.  In some areas of magazine publishing, it would also give a shield to the publisher from obscenity charges, and it may have also allowed for behind-the-scenes investors to back just a single periodical.

Goodman took it to a whole 'nother level, though.  Anybody that has taken any sort of deep dive in comic and pulp indicias is familiar with the weirdness of the shell game, but check out Timely-Atlas:

This is from Blake Bell and Doc Vasallo's The Secret History of Marvel Comics, a very nice introduction into the huge world of non-comics pulps and mags of Martin Goodman.  Doc Vassallo has added all sorts of extra material on his (now defunct?) Timely-Atlas blog here and claims to have the largest collection of Goodman non-comic material around (a claim I totally believe).

I think this is the last Goodman pulp I picked up

Here's some. Outside of some of the westerns, Red Circles generally had brief runs making it easy to complete a title:

Dynamic Stories #2 April 1939 - 1st Hitler cover on a pulp? (last issue in this title)

Detective Short Stories Feb 1938 - 3rd issue (this title had 26 issues)

Detective Short Stories June 1939 - 9th issue (this title had 26 issues)
