From 1933 - 1967, Goodman enlisted 81 different publishing company names under which he printed and distributed his pulp magazines and comic books.

I think it was more of a bankruptcy dodge than specifically a tax dodge.  Any one company goes under, they can jettison it as defunct and run from the creditors.  But I don't think it was specifically directed at dodging the revenuers.
