New Paypal fees??

When did Paypal start charging an "across the border" fee for Canada? Is it new or have I just not noticed before?

I've noticed cross border fees for a while...at least a couple of months. Not sure when they started.

Is this the usual 1% they'd always charged, or a brand new one?

Nope -- it's for any currency exchange... 3.9% + 30¢ instead of 2.9% = 30¢. It's been that way for a long time.

Thankfully the don't get my money! I'm lucky I live close to the border and set up a US bank account. I noticed the exchange rate was WAAAAAAY off when transferring funds... problem solved!

The currency exchange is different. I was paid in US funds and was still charged an extra what they termed "cross the border" fee. Maybe that's been around for a while also and I just never noticed.

It's been around for ages. However, for some reason, the US to Canada payments have had the fees waived for ages.
