I think his he got carried away with the calculater on his prices in these auctions. I do notice that I have had a transaction with him eons ago (a couple of years ago actually) on eBay. I can't remember what it was, but must have went ok as I left him positive feedback.

I think the odd cents at the end are to give the illusion that the items have already been bid on... even though any insufficiently_thoughtful_person should be able to see they haven't.
