Tough choice. I think Batman, which is my vote, has the most well known and diverse rogue's gallery.

 

However, that may not be a fan favorite.

I'm a Marvel guy, so I have to pick the X-Men (Magneto, Mr. Sinister, Apocalypse, Proteus, etc.). At least that's what I grew up reading.

I think Spidey has the best villains overall, but Thor has the best supporting characters, followed by the FF in a close second....

Surtur, Loki, Malik, Absorbing Man, Ulik, The Wrecking Crew, Destroyer (sort of), Midgard Serpent, Hela, Mangog, Durok the Demolisher, Ymir, Frost Giants, Hyde.

eventually villains from the Leaguer's solo titles made appearances in the title so you got the best of both worlds.

Secondary pick would have been really tough. Between Spider-man, X-men, and Flash. In the past, I'd never have said the Flash. But Johns really brought forth an amazing cast of past villians. X-men has kind of gone south for me (or it might have been #1). Too much exposure to key villians has done the reverse of Flash's villians. I'm so sick of Magneto. They need to shelve him for a bit. Apocalypse is a great villian but he seems too one-dimensional. Seems about time for a good Sinister storyline too. Even Juggy.
