Thankfully, female fans of the MCU are smarter than Marvel Studios initially gave them credit, and generally recognize the mediocrity of the character's current list of performances.
Changing it from a solo sequel to a team-up makes it seem like they recognize that there must be a better job done writing the character and/or surrounding her with a better environment to succeed.
I think that we would all enjoy a well-done version of Captain Marvel, kinda how we enjoyed the excellent job done by DC with Wonder Woman (though DC made a Captain Marvel mistake with WW84). Good writing sells characters.
