What is an excess overhang?

I have a question. If a comic book has extra staples does cgc doc the grades on it? Even if it was manufacturing fault. I know that dared devil 1 comic has 3 staples. I don't want to send it in grading if it going to be doc. 

Keeping my 7 tmnt 1st prints for my daughter future! Hopefully it goes over in price.
