Comment from Borock: 1950 cut off for touch of glue or CT to get a blue label. Not at the staple. It could not serve a purpose. For example, it could be removed and not change the grade. . Also, one notch lower grade.

Qualified came about because there could not be agreement between universal or restored. Glue is never given qualified.
