Somebody should score that OAAW 166. It's one of the all-time best of the later 12¢ war covers. I'd get it myself if I didn't already have one. I'm sure the 9.8 and 9.6 on the census went for insane $$$ awhile back (No, I don't own either of those. My copy's a raw one I bought nearly 20 years ago.), but more likely to top-CGC collectors than any dyed-in-the-wool war collector, so a 9.2 (tied for 3rd) would be a sweet score on that book.

The 9.6 sold last August for $575.
