Old does not equal great. I think Dr. Doom is better. He has bigger criminal aspirations, is smarter than Joker, and has far greater resources than Joker does. And he kicked the Beyonder's butt once. What would the Joker have done if he had been a Marvel villain and had been put in with the rest of the villains in the Secret Wars battle, aside from look silly?

When you get right down to it, The Joker has to be the all-time greatest comic villain ever. Especially considered that he was created 64 years ago, unlike the relative newbies on most of our lists.

Ok, point taken, but I was speaking not as much from a "how strong are his powers" standpoint as much as a "literary creation" standpoint. This maniacal, murderous clown invented in 1940 has clearly stood the test of time. I know the right Joker story can scare the hell out of me, while Luthor, Dr. Doom, Darkseid, etc., IMO don't quite generate the same raw fear in the reader.

In order :

1. Joker (none more evil...don't believe me, read Killing Joke. )

2. Green Goblin (THE Spider-man villian)

3. Kingpin (more because of Daredevil)

4. Lex Luthor (not because of his lack of super powers, but because he is hides it well )

5. Two Face (alot like Bats himself..more than he knows)

6. Mystique (alot to be said for someone who can become anyone )

7. Dr. Doom

8. Abomination

9. Doc Ock

10. Clayface

He would have exposed them to the Joker venom and had a blood bath laugh riot.
