The FBI and Cryptanalysts have not been able to solve this...I think we can

 

 

 

This is what I have come up with so far - I have highlighted the repeated "phrases"

 

I think WLD means "Will Deliver" and NCBE is code for either some drug or money

I did note that the letters J, Q and Z are the only letters of the alphabet not present on either page.

Oddly enough it does cypher "Pressing is restoration "when you use every other letter.

Is this a April fools joke?

Poor guy was killed because he pressed his books. Apparently killed by a comic collector with the initials B S.
