The problem with identifying Bob Kane art is that he often swiped substantial portions of his drawings, resulting in work that was better and stylistically inconsistent with his own work.

 

Jerry Robinson is still alive so the best bet is to contact him.

Me as well. I had Shelly do a recreation of the cover to Tec 35 many years ago. He did a perfect job on it, and that is when he shared with me that he worked on the cover originally

Kane probably did the pencils, but Moldoff finished it. And it's a beauty!
