Well looks like CGC needs to change their labels. There is even a scan of a panel from Batman 49 on wikipedia that shows Tetch as we know him and the other impostor has a mustache. I know about these 2 going years back. CGC also notes Batman 49 as first Mad Hatter on their label but doesn't specify which one.
