I would base my top more on the awful things they've done in their respective comic universe rather than notoriety or size of their fan base in reality. In no particular order:

This is true. The Green Goblin should have stayed dead, Magneto should have stayed a villain, Doc Ock should have stayed out of Parker's head, etc.

The fact that Cheetah even gets a possible mention just shows how much DC blows. The fact that she is on the list with Catwoman further shows how much DC sucks. I never understood how she could be Wonder Woman's arch enemy especially for the first 40 years where she has no powers. Give me Grundy.

This list is quite old at this point. It was done a few years back. If you take pop culture into account I would rank Joker well beyond Magneto and probably everyone else. From the 60's Batman show to Heath Ledger's Joker many of the general public know that the Joker is the guy with the green hair. Not sure how many know that Magneto is the Purple Helmeted Warrior.
