Your scans are a little cropped but from what I can tell I would guess about a 6.5 IMHO! Really neat piece of history!

Very nice – no, they came this way, I think I have already seen some other promotional comic (GE and others) from the same period. Common in the 1940s for "poorer" publications, here‘s one of my Topix issues from 1944 for a comparision (same format is used for some giveaways, like the DC Comics Cavalcade, and of course the Spirit Sections):

 

 

About the grade, I’d say in the Fine range as well, especialy if PQ is nice.

The paper cover lessens the visual impact of the tear, the creases and the small stain, but much of it is probably pressable.
