Is there rust on the staples

There's something on the staples. But rust seems weird since the book it in such good condition.

How much would rust affect the grade?

 

Can it be scrapped off?

You should check the centerfold staple condition as it often shows the same condition of beginning stages of rust. Yes staple condition affects the grade. It could of been caused by cold storage where there was quick fluctuation in temperature and condensation started the rust. The book looks to take a couple grade hits down to 9.0-9.2 from 9.4-9.6 if the staples were clean.
