Anyone know what this is?

It looks like an animation cell in that it is on clear mylar/plastic, but it has the "feel" of something mass produced in the 90's. Was it a Wizard insert?

It might be a magazine insert. I remember those in some Wizards and other magazines.

 

I think some comics were also polybagged with those

Can you tell if it is an original piece with hand coloring on it or if it is printed?

 

It doesn't look like a pro did it, it has the look of an amateur that traced another drawing onto whatever material it is on then hand colored. If it isn't original it is likely a color copy onto acetate.

They were packed in various comics during the 90s. I had a couple of Spider-Man ones about a year ago. They did them for the Spider-Man, Iron Man, and Fantastic Four cartoons. They are mass produced and usually sell for close to $10 each on eBay.

I think Jeffro, Artboy and Meeklo are all collectively correct.

Artboy, it doesn't look hand colored. More like it was printed onto acetate.
