Re-open for new submissions once the backlog is gone.

Now, now....................let's not give the money hungry head honchos at CCG this kind of idea.  

Before you know it, they'll decide to cut back on their actual grading and pressing operations in light of CV19 and decide TO ONLY ACCEPT new submissions at both CGC and CCS and hence end up extending the TAT's even longer.
