Actually a very fair and logical question undeserving of the foolish answers. This was discussed back in 2004 here: CGC 9.3 9.3 9.7 And keep in mind there actually WAS a 9.5 out of the CGC/Wizard First collaboration around 2004. No, the answer isn't on CGC's grading page. The question was actually "Why are there no 9.7 graded comics" - the grading page will not give you that answer.
