True 9.8 options for grading? 0

I was curious if CGC provides a true 9.8 option somewhat like CBCS does? If so, where would that be located?

It's located somewhere in the back I think. If you don't see it right away, keep looking.

sounds like the OP may possibly be referring to a prescreen

if so, see Grade PreScreen at the following  https://www.cgccomics.com/submit/services-fees/cgc-grading/?view=comics

someone more knowledgeable with submitting may be able to help you if needed

Yes they do. It's called prescreen. It's on the form you fill out. HOWEVER, you can only choose this option if you are applying it to 25 comics. That is the difference between CGC and CBCS, you can't get a 9.8 pre screen for only 1 comic.
