Just because there isnt enough to "note", especially on grades like 9.6. Being a premium member doesn't mean you are "guaranteed notes!" Most books above 9.0 dont have them. It does depend on what issues you are submitting, and what grade level the comics tend to be in, as @ADAMANTIUMoutlines. Notes may appear, and may not. There is absolutely no requirement for CGC graders to make notes. I have found that many grading notes are very vague, so only occasionally helpful.
