Deadpool, as mentioned earlier, really stands out by being a non-legacy character.

But adding a few other legacy characters to the discussion…

Carnage has his fans (not me, really)

and I do believe that Kate Bishop could become huge. Not only because of her place in the MCU, but just from that first Fraction series you could see the potential.

The Simpsons. I know their comic run has ended, but it was looking for many years to have the same longevity as the show it's based on. 

Domino, who has come close to becoming a core X-Man once or twice over her career.

In terms of biggest (across all media), it easily has to be Deadpool, Harley Quinn, and Spawn, in that order.  Which is pretty telling because if you change the cut off from 1990 to 1993, you lose all 3.  Then, what, you're mostly left with Miles and X-23?  Both rehashes of established, popular characters.  Seems a bit bleak for the last 28 years.
