I barely remember that cartoon but wasn't it the Hillbilly Bunch or something? I think they were a ripoff of the Disney hillbilly bears (I think they were from Song of the South). Zip-a-dee-doo-dah!

I never saw it myself, but having Googleated him, he does appear to have Hillbilly roots, yes.
