Will light cleaning with peroxide lead to a "restored" label?

As in they should detect it (but CGC is not even close to being infallible) and give it the proper restored label.

No. If done properly and not to excess. CGC will not penalize a book that has been wet cleaned with Peroxide. The trick is to remember that a little improvement is better than an extreme, oddly bright white. You never want whites to be whiter than they were the day the book was new.

If CGC detects it has been wet cleaned with Peroxide they are not going to just say 'oh, well a little bit never hurt anyone!' :D 

Any chemical agent introduced during cleaning, be it wet or dry, is restoration.
