What is the grade of this Amazing Fantasy #15?

I need help with a grade. How would you grade this book? How would CGC grade it?

I can't call it a Good with the piece out on the staple and the loose cover.

Weak staples, multitude of creases and the piece missing and tape kill it.

Yup... there appears to be colored in creases.

 

But really, isn't silly that CGC would even PLOD a book like this for a few marker hits? Unless there was considerable reconstruction using pieces added, is "restoration" an issue at this grade level?
