Why does CGC label Conan 24 as the "1st full appearance of Red Sonja"?

The CGC census and labels tag Conan 24 as Red Sonja's "1st full appearance." Why is this the case? Issue 23 features Red Sonja in numerous panels throughout, she has numerous instances of dialogue, she's named, and she's a central character in the action. At best, issue 24 is her 2nd appearance and 1st cover appearance. If this was one of those "the character only appears as a teaser in the last panel" instances, I could maybe understand. But her appearance throughout issue 23 is substantial. The CGC label for issue 24 is misleading, in my opinion, and could contribute to inflated values, misleading sales in the marketplace, and misled customers. Is there some reasonable explanation I'm missing, or is it time for a correction on this one?

I don't know if I ever had a 23 in my collection - it's just not nearly as cool as 24, so I prefer to have the cooler version of 1st Red Sonja. It's a little like the argument for IH180 and IH181.
