The Overstreet Price Guide lists this as the first Silver Age Plastic Man:

I disagree though since that was just Robby Reed assuming a Plastic Man ID on a one time basis. I'd argue that Plastic Man 1 where the son of the original Quality Comics Plastic Man, "Eel" O'Brian, assumes the Plastic Man mantle is the proper first appearance of the character:
