Ebay has a Mexican action comics #1 It says the second page has action comics #1 the auction # is 6595399885 he has several pictures and i didn't see any of the cover O feedback. It may not be what you are looking for.

from my understanding they are actually brown and white , as for ebay action comics #1 mexican is an 1988 reprint(comicdonna) but thanks
