Send it in to Bob There are actually quite a few Tip Top covers that are blown up Foster panels. I saw a catalog from the early 60s once---maybe Collectors or Cherokee--- that noted under their listings that these were Foster covers. So this was known back in the early days of the hobby (when people actually cared about Foster, Raymond, Caniff, et al), but the knowledge was lost at some point. I stumbled onto it by accident from reading reprints several years ago. And CGC definitely does not give Foster his due. He doesn't even get mentioned on the labels for LF 5 or SS 20. Ridiculous.
