Because they want to block you. Just sounds like a lot of possible hassle to deal with you. Honestly, I don't send invoices at all. It's the buyer's responsibility to pay. I just open an NPB after the allotted time. Easy peasy. Buyer can pay or not pay. Not a huge deal either way. But I wouldn't be upset if I got an invoice, either. It's no big deal.
