To try and inject a little objectivity here...
A systematic approach might not be unreasonable - at least to pare the list down a bit.
Start by identifying the things that "define" or represent the GA, then identify covers that have those qualities, then identify those that have the qualities most well-represented.
I'd say:
- Superhero
- patriotism - not necessarily a WWII tie in, but it doesn't hurt
- some sort of childish element (IMHO the GA is partly defined by comics focused toward children, not adults)
- and an element of creativity - the GA being a wild frontier for experimentation of ideas.
If we could add in a "going too far" element for some of the early '50s horror comics, that would be good too

Action 1's cover is too atypical of other superhero and war comics of the GA, so it definately does NOT get my vote.
I think almost ANY issue of All Winners is a good example with multiple superheroes battling the Axis with a little Bucky bondage thrown in for good measure.

In a way, I have to agree with Ciorac on this one. A couple of years ago Vince Z. from Metropolis gave his market report in the OPG. He mentioned that Metro had sold quite a few copies that year...something like 16 copies. He said that the high number of sales they had was not because the book was common, but because he really "believes" in the book, so gets his hands on a copy when ever he can. My point is, I agree with Vince...I "believe' in Batman #1, and view it as a huge Key of the Golden Age, and love every little bit of pulp in its 1940 body
He acquired and sold 16 copies of Batman #1, but how many copies of Tec #27 during the same time?

Tec 27...I could always find a Batman #1 another time (though probably graded lower) but Tec 27s seem to be a lot tougher to find for sale.

I'd take the higher grade Tech 27. Both are almost equal in importance, so the higher grade wins for me....better page quality too.Action 1 is OW/W, while Tec 27 is only OW
