I would go with the BB 28 for the simple reason that another 9.4 may never show up again.

I can probably get another Cap 1 in 8.0 as they show up often.

Well Showcase 4 introduced a completely different character. Only thing in common with the previous Flash was the name and super power. Otherwise it's a different character under the mask and a different costume. The iconic one we all associate to the Flash.

Normally I would go with the BB but in this case I think I have to go with the Cap because he is smacking Hitler. Plus in the long run I think that would be worth more.

the scan makes the cap look really washed out. if it's just a bad scan then i'd go with the cap
