Amazing Spider-Man 16 Surprise!

I don't really understand what's up with this book. I'm sure it's pretty doubtful an ASM 16 cover just hung around and fell in the printer when 47 came out. If the cover was later married to the book then I defintely don't understand why this would be going for $50+. Thoughts?

I have a feeling the cover was later married to the comic, since I highly doubt, at number 47, that a cover for 16 would just be in the printer.
