Another board member mentioned this comic as the possible first appearance of Luke Fox...anyone else able to confirm this yet?

 

"Lucious fox jnr" is in it but he is a fat mid 40's fella who looks nothing like Luke Fox. Different characthers

 

That means nothing. Yes, Batman Beyond is in another universe, but it is still seen as the first appearance. The Dark Knight Returns is set in an alternate universe, it is still accepted as having the first appearance of Carrie Kelly.

it is the same character, he is the son of lucius fox, it is merely a different version from an alternate universe, which is irrelevant.
