If you were to press this copy you would undoubtedly receive a 9.8 IMHO! The "rub" or "tic" between the claws and the issue number block is a defect that is (not common) but is a printing defect and will not effect the grade!

9.6. Seems like I see a little top edge wear. A press obviously won't fix that. CGC grades a lot of these and seems to be stingy with giving out 9.8's.
