It's a 1.5 regardless.

 

Sure it has the piece missing from the top but if that piece was there, it would probably be a 2.5.

 

If an incomplete or coverless gets a .5, then think about how bad something must look to get a 1.0. It could be missing 25% of the front or back cover and still get a 1.0.

 

So this is just one tiny step above it. It's fairly graded IMO considering that 98% of the comic is there.
